Cyberspace has become a full-blown war zone as governments across the globe clash for digital supremacy in a new, mostly invisible theater of operations. During this panel, speakers will describe the unique characteristics of cyber-attack campaigns waged by governments worldwide. They will examine the barriers to the development of international norms of behavior in cyberspace, the deficiencies in the law, and the challenges faced by governments, the private sector, and international organizations in defining thresholds for a domain with various levels of entry.
