Noam Katz was born in Jerusalem, Israel in 1964 and currently serves as the Deputy Director General for Media and Public Affairs of the Ministry of Foreign Affairs, Jerusalem. He has a BA in history and a master's degree in public policy and management from the Hebrew University of Jerusalem.Prior to his current position, he served as the Head of Research, Planning and Development in the Media and Public Affairs Division, MFA. From 2009-2014 he served as Minister of Public Diplomacy at the Embassy of Israel in Washington, D.C. From 2007-2009, Mr. Katz served as Director of the Public Affairs Department, MFA.
Mr. Katz was the Ambassador of Israel to Nigeria, Ghana, and the Economic Community of West African States (ECOWAS) from 2002 to 2007. Under his leadership, his embassy won the MFA's “Outstanding Embassy” award in 2005.
In 2000, Mr. Katz joined the Press Division and served as the Deputy Spokesperson of the Ministry of Foreign Affairs. During this period, he served as a member of Israel's Delegation to the World Conference against Racism in Durban, South Africa and later served as the spokesperson of Israel's delegation to the World Summit on Sustainable Development in Johannesburg, South Africa.
Mr. Katz was appointed as Spokesperson of the Embassy of Israel in Rome, Italy from 1998-2000 where he also served as a member of Israel's delegation to OSCE in Malta. During his tour of duty in Italy, Mr. Katz also completed courses at the NATO College.
Mr. Katz joined the Ministry of Foreign Affairs in 1994. Immediately after graduating from the Ministry's Diplomatic Training Program, he was posted to the Eastern Europe Department and later to the Central and West Africa Departments. Shortly after completing a Business Intelligence Directors Course at the Israeli Export Institute, in 1995, he was posted to the Embassy of Israel in Lagos.
Mr. Katz served in the Israel Defense Force from 1982 – 1986 where he rose to the rank of major. After completing his army service, Mr. Katz attended the Hebrew University of Jerusalem where he received his B.A. in history, prior to becoming a teacher in the regional high school of Kibbutz Cabri.
Mr. Katz is the recipient of several awards and medals: IDF Citation (1986), MFA Award of Excellence (1997 and 2001), MFA Commendation for Excellence (2009).
Mr. Katz is married to Einat Katz and is the father of three children.
