PROFESSIONAL PROFILE
An expert in the field of national security for over 25 years, with experience on foreign policy,
national security and intelligence. While heading the polish Foreign Intelligence Agency (AW)
co-organiser and participant in numerous projects in the field of security, also at international
and transnational levels, e.g. preparations and protection of Warsaw NATO Summit, July
2016. During 2016 chaired NATO Civilian Intelligence Committee (CIC), participating directly
in working on reforms of NATO intelligence and security system (Overarching Intelligence
Policy).
Experienced in management of national security systems, in particular in direction of state
intelligence agency, but also oversight and coordination of the whole intelligence and security
community. Co-originator of innovative organisational and legislative solutions concerning
security of the State.
Initiator and co-founder of one of the first Polish companies dealing with business intelligence
and business security, offering, inter alia, support and protection of foreign expansion for
Polish entrepreneurs.

Role: Head of the agency
Reforming and modernisation of the structural and functional model of the service,
in order to ensure the enhancement of its functionality and boost its effectiveness and
efficiency, inter alia, in the field of international cooperation.
Personal and direct involvement in the process of reorganisation of NATO intelligence and
security system, completed with creation of a new post of the Assistant to the
Secretary General on Intelligence and Security and reshaping NATO intelligence
community.
2013 – 2015 - BINASE LLC
Role: Initiator and company CEO. The project was addressed to Polish entrepreneurs, in
particular to those planning to expand their business abroad, as well as to foreign
companies interested in entering markets in Central Europe and the former USSR.
2009 - 2012 – Polish Embassy in Madrid
Role: First Counsellor for Political Affairs and Outpost Security Coordinator.
Cooperation with Spanish security authorities in ensuring the outpost safety, and
implementation of joint projects in cooperation with Polish services responsible for
security of the State. Coordination of state service activities in the prevention of
terrorist attack threats.
2005 - 2008 – Prime Minister's Office
Role: Secretary to the governmental Committee for Intelligence and Security Services
Modernisation of the functional model of the Committee for Intelligence and Security
Services (chaired by Prime Minister), ensuring the enhancement of its functionality.
Development and implementation of a set of unified planning and reporting tools designed
to support the accountability of special services
Personal participation in lively international exchange with national authorities in charge of
supervision and coordination of special services, participation in international ontopic
conferences.
2003 - 2004 – Opole Municipal Office
Role: organiser and first director of department dealing with internal control and fraud
examine issues
Development and implementation of own, original project concerning the creation of the
department of internal control and internal audit in Opole Municipal Office.
Organisation of the department from a scratch, and development of a methodology,
as well as the creation of a tool set enabling the conduct of core activities.
Supervision over the implementation of a number of complex of inspection and audit
procedures, completed with the implementation of recommendations (including those
concerning organisational and human resources), improving the functionality of the
office areas tested, and submitting notifications of offenses, verified by the issue of
legally valid sentences.
